ANP opens the doors of onshore market at auction

The ANP (National agency of Petroleum, Natural Gas and biofuels) held the public session of the 1st cycle of the permanent offer, in which 45 areas were completed (33 blocks in basins and 12 areas with marginal accumulations). This is the first auction in 20 years in which Petrobras is not present, according to the director general of ANP, Décio Oddone, who also defined the success of the auction as "effectively replacing the monopoly with an industry".

From the areas of Arrematadas, 33 bidding blocks are located in the Sergipe-Alagoas, Parnaíba, Potiguar and Recôncavo basins, and 12 areas with marginal accumulations (only 3 offshore blocks) in the Potiguar, Sergipe-Alagoas, Recôncavo and Espírito Santo basins. That is to say, that 97% of the investments secured (R $312 million) will be destined to the onshore national market.

For the exploratory blocks, the total bonus collected was R $15,320,000 (average goodwill of 61.48%) And there is a forecast of R $309.8 million in investments. For the areas with marginal accumulations, the total bonus was R $6,980,000 (goodwill of 2,221.78%), with a prediction of R $10.5 million in investments.

"We currently have a stock of 301 exploration contracts in Brazil, and today were 33 new exploratory block contracts-more than 11% of what we have contracted. Of course, we cannot compare in size with the pre-salt, for example. But if we look at the number of areas, in the auctions we made from 2017 to here, were 72 blocks, only today we hire 33 blocks and 12 areas with marginal accumulations. It is absolutely symbolic, "said Oddone.

The 1st cycle of the permanent offer was the first onshore auction of the country in which Petrobras was not a part. The consolidation of this new bidding model offers a portfolio of blocks and areas with marginal accumulations for exploration and production of oil and natural gas on land.

With the result of the permanent offer, the ANP predicts an increase of 40% in the number of independent operators in the Brazilian onshore. The agency also estimates that there will be 10 new independent operators producing in the Land field, and can reach the mark of 25 in the onshore market in Brazil, besides Petrobras.
