Since the end of 2016, the Panorama comes disclosing matters dealing with Offshore on the reform of local content (ratio of national investment required by the ANP auctions winners contracts of oil and gas) and that even being a priority on the agenda of the Government, on behalf of the 14th round of bids, still no definition of the standards due to the different demands between the suppliers and the oil.
However, despite not having a final decision on the postponement of the meeting scheduled to take place on Monday, 6 February, as previously mentioned, the Government must adopt a more flexible temporary rule on this issue, in order not to disrupt the auction scheduled for the second half of this year.
The rule should encourage the oil companies, who want a global percentage for each project and reduce bureaucratic problems. The authorities explain that the temporary arrangement has purpose of creating something that's more simplified initially. For example, create some kind of requirement for the exploration phase and another for the production of oil.
The ministries of finance, mines and energy, as well as of staff, believe that a more complex change in the rules could leave the environment between oil companies, many of which are foreign, more complicated, so keep the start rule. Already the Ministry of industry, Trade and services (Mdic) advocates a division into broader segments, sectors of industry and workers.
The "crash of the hammer" must happen at the meeting of local content debate, scheduled to happen on day 16 of February.
