The Brazilian oil company managed to partially overturn the injunction of justice to suspend the bidding of oil production platform in the pilot area of Libra, in the pre-salt Santos Basin. The authorization for the bidding process to proceed was given from that Petrobras does not authorize, for now, the signing and delivery of the contract object.
The suspension action was filed in January by the National Union of Construction and Ship Repair and Offshore (Sinaval), with the claim that Petrobras contracting model did not meet the local content rules (purchasing requirement equipment and services in Brazil) determined in the contracting document.
Last year the company claimed that it was difficult to be able to hire the Libra platform in Brazil following the minimum requirements of local content, so that, according to the state, the price of the domestic industry was higher than the international market.
The contract of Libra, which was the first area tendered under the share production model in 2013, the minimum local content is 55%. According to the court, the ANP used the argument that the suspension of the competition prevents own assessment of the request from Petrobras for not following the expected local content.
The Libra field is considered exploratory area of the oil sector and most promising gas country. The pilot platform is expected to start operation in 2020. The consortium formed by Petrobras which holds 40%, Shell 20%, Total 20% and CNPC and CNOOC, both with 10%.ACESSE AS REDES DA PANORAMA OFFSHORE:
