The regulation of the "waiver" (or waiver – free translation), which systematizes the revision for values and percentages of local content signed in contract by companies and the Federal government, will be debated in March at the meeting of the National Energy Policy Council (CNPE). The information is from the Director-General of the National Agency for Petroleum, Natural Gas and Biofuels (ANP), Decius Oddone.
The director of the agency believes that the idea of the new regulation of local content, still under debate, should be finalised soon and the final text may be exposed in the next 60 days, following the determination of the TCU-Court of Auditors of the Union.
Local content-According to ANP, the concession contracts for the exploration, development and production of oil and Natural gas, signed by the agency with the winning companies in the bidding rounds, include the LOCAL content clause, which focuses on the Phases of exploration and development of production. This clause gives a proportion of the Brazilian investments applied in a particular good or service, corresponding to the portion of the national industry's participation in the production of that good or service. It projects the extractive and productive scope that generates jobs and income in Brazil.
