In order to attract investments from other countries to the oil refining market, the Brazilian government will create new rules, which should be defined by the program Fuel Brazil, released in February. The new rules will reorganize the sector to attract the entry of foreign refining.

According to the government, the project schedule includes conducting technical workshops to analyze and discuss the proposals with the private sector and experts from the Ministry of Mines and Energy (MME), the Energy Research Company (EPE) and the Agency national Petroleum, Natural Gas and Biofuels (ANP), to be held in March.

Among the main potential of refining growth for the government project is the Petrobras refinery, Abreu e Lima, in Pernambuco, which today operates partly due to unfinished works. To end the refinery foreign investments are expected.
