The author of the proposal is Congressman Paulo Ramos (PDT-RJ). For him, many consumers complain about price increases in refineries, and that they are quickly passed on to consumers by stations and distributors, but the same is not true of reductions. "We believe that this misstep between prices at refineries and pumps should be corrected.
